Could you grab a screenshot of this behavior?
This was from the resource world on Beefs OmegaMinecraft server. I took out a row of ice (cannot put snow layers on ice) and put in snow blocks with 1 layer of snow and a row of snow blocks in front. The bear could not climb over this. I pillared up a couple of blocks to get a better angle for the screenshot.

Describe the bug I was planning an enclosure for a polar bear and was planning in creative. My biome is mountains so is stone covered in 1 snow layer. The bears tracked me as I walked around but when they reached the lowest point they could not climb up the 1 block. They were keen to get to me and I can see dirt animation from their feet.
Removing the snow layer from a couple of blocks in front of the 1 block rise enables them to move up to the next level of terrain and they are then stick here.
To Reproduce multilevel terrain covered in 1 layer of snow, spawn polar bear, stand on high ground and switch to survival.
Expected behavior bears should be able to climb at least 1 block high covered in snow and get to player.
