Initial version just to get it out the door.

Brief quality check of the work provided by Zachary and Dhruv
Comm frequencies (at least all 4 CTR sectors)
VFR squawk range 1401-1477

Consolidated the ARTCC Boundaries and added boundaries between ARTCC and TRACON
Made ARTCC Boundaries line-width 2
Consolidated MIA and MIA text together
Made MIA lines short-dashed
Added low/high airways (no labels currently)
