vSTARS - Correct squawk codes #6

Squawk code blocks should be as follows: IFR: 0601-0677 VFR: 4300-4377

The squawk codes are currently set as IFR 0601-0677 and VFR 4300-4377, but I think our current SOP does not include a separate set of squawk codes for VFR (I think there was historically an issue with how VATUSA assigned out the squawk codes). I'll talk to Mani and John to confirm.

According to Mani, the squawk codes for all D01 aircraft (both IFR and VFR) are 0601-0677. I made the change in vSTARS and tested it out a bit in sweatbox. So far everything looks good. The VFR flight plans still show up in the VFR list correctly and the datatag still shows the V next to the speed. Assigning a squawk in the flight plan window correctly generates a code in the desired range.

I'm going to test it out a little more on another night and then commit the change and close the issue.
