proneural cluster is not extraembryonic #101

reasoning woth ZFA + uberon constraints uncovered the following mistake:

I believe this should be is_a embryonic structure. I'll check into it more and see if I can find a better parent. If not, will change to is_a embryonic structure and put in preversion.
