remove duplicate code
os.makedirs is super-mkdir

Thank you for commit. 1) There were other commit which adds flac functionality - so I approved him first 2) Your commit broke code to work in Python 3.8 and some of your changes decrease code readability from my point of view. 3) I did some of your fixes in latest code
