Flood fill tool started bringing up the context menu again #191

(This was reported a while ago, but never filed since it returned.)

Steps to reproduce the behavior

  1. Select the flood fill tool
  2. Right-click
  3. Fills with background color and opens context menu

Expected behavior Fills with background color, but does not open context menu.
