Finalize datapackage

I would like to finalize and merge to master.

• I think the only thing missing is an update of the README.md with regard to correct citation of renpass (i.e. Frauke and Gesine). Could your check @fraukewiese, and maybe add at the dev README.md
• Description of region id #2

Anything else?

I would then take it, put it up on zenodo and list is in the data sources at the openmod initiative wiki...
