Not scheduled for an upgrade? #717

DId a zopen upgrade -y and saw this

This was after the git upgrade occurred and it had tested bash/less/ncurses which didn't need an upgrade.

Note - later in the zopen upgrade when it was time for perl it did install the upgrade....

Strange behavior (imho)

This is probably because git has a runtime dependency on perl. So it triggers an install attempt on perl again. @DevonianTeuchter does your new dependency graph feature cover this or no?
