Add link to trainee's academy grade report

Description Allows a mentor to link from a trainee's training ticket page directly to the academy grade report view to make it easier to look into a student's grades.

• [ ] Link exists on each student's ticket page (viewable only by training staff)
• [ ] Link directs training staff member to academy grade report view

• Do all INS/MTR have access to that view? I do not
• Discussed this concept with VATUSA WMs and USA6. There is no publicly-accessible way to lookup an academy ID based on a member's name or CID (not implemented in the API). Because of this, there is no technical solution to this issue atm. Leaving this story open to document that we looked into it and preserve for possible future implementation.

Unable to implement at this time - there is currently no way to look up the academy ID of a user. Also, there is not a global permissions set for INS/MTR that would make this possible.
