Solo cert API push isn't working

Description Solo cert push to the VATUSA API isn't working properly. This feature needs to be fully debugged and fixed (see comments in #bug-reports)

Acceptance Criteria

• [ ] Website properly pushes solo certs to VATUSA API when entered on the roster page
