TA requests that we remove file uploads (the OTS report) from the OTS system.

[x] File upload step removed in OTS completion view
[x] View Report removed from completed OTS tab view

I downloaded the archived OTS reports and send them to the TA on 4/23. @Evanston09 we can remove the storage location and contents as part of this issue.
