#672 Training Ticket All Drafts View

This PR will:

• Allow all viewing all training ticket drafts
• Close #672

2 Questions Before Merging:

• [x] Should we allow all training staff to see this view?
  • Yes - trainers should be able to see their own drafts
• [x] Should we add a button when viewing training tickets to go back to all tickets instead of going back to the user's tickets for the one that we're viewing?

To address your two questions:

1. Should we allow all training staff to see this view? --Hmm... let's populate the list as follows:
   • If the user is the TA, ATA, or senior staff, show all drafts here
   • If the user is training staff, but not one of the above, only this control and drafts that the present user created
2. Should we add a button when viewing training tickets to go back to all tickets instead of going back to the user's tickets for the one that we're viewing? --Oh, I see what you mean here, that isn't the best behavior when you access a ticket from an area other than the user's training profile. Yes, I think you should add that button.
