Crosshair cursor after scrolling page #173

What steps will reproduce the problem?
1. Use IE9 or Chrome
2. Resize the window so a vertical scrollbar appears
3. Activate drag zoom mode by clicking the button underneath the zoom
4. Scroll the IE page vertically
5. Hover mouse back over the map
6. Crosshair no longer appears (click map and it does)

Expected result:
Expecting the crosshair to still appear after scrolling the page. It does 
appear in FF but not IE & Chrome.

Actual result:
Standard hand cursor appears when hovering the map after scrolling

Version: keydragzoom r364

Browser / Operating System:
Win 7 IE 9 & Chrome
