Purpose of code changes on this branch:
  Enable the utility lib (e.g. InfoBubble) to load when needed instead of during initial page loading, thus cut the init time. 

When reviewing my code changes, please focus on:
  delayed_loading.html sample, also, the best object to attach load events to.

After the review, I'll merge this branch into:
/trunk/infobubble
