Make it super easy to browse and read posts. Lay out topics in an open way - word cloud style, cards, open lists (as opposed to drop-downs)?
Allow anonymous to click on "reply" button. Have system ask them to sign in or join. Once they join, return them to what they saw that made them want to join.
