maxStimPointsPerCondition does not do much #143

It currently just restricts what the user can do in stim making GUI. We should probably get rid of this setting and eventually replace with a system that will cap based on available laser power.

This setting was not being used so is now gone. The software will warn if the laser power is not sufficient. We leave it at that for now.
