Investigate testnet network seems to be stuck #8851

I noticed this in some PRs that we have open, when they get into obtaining Testnet checkpoints (which require a Testnet in sync):

It was reported by different people (@daira , @nuttycom) that their Testnet nodes are stuck so we need to figure out what is going on.

One option is that nobody is mining. A bigger problem might be an issue with NU6. This ticket can be closed after we figure out and we have a solution or next steps sorted.

Update: From today arborist call we are going to be waiting on @str4d who is coming back to office tomorrow to resume the testnet network as it has the most knowledge about it. We should try to document the process.

I think @arya2 just started a miner in the testnet to fix this up so it wasn't a big deal but just no miner in the network.
