Callvotes in Menu #191

Add a menu entry for callvotes to:

Restart match (map)
Skip map
Others?

Move the modesetting menu there, too

Note that callvotes are currently disabled in all servers for now, and as it seems no one has requested to enable them, it seems likely that they will rarely be used.

Callvotes are disabled by server controllers. I still would like the menu to be there though. All the functionalities are already provided by Maniascript, we just would have to make a new sub menu entry.
