Is there any particular reason this is encoded? I assume it has to do with the fact it replaced the Christmas warning screen, and then the Christmas warning screen came back, so they only wanted it to be accessible temporarily.

Resurrecting this to point out two others: haloween2017_18.png_encoded.txt and new_years_2019_loading_screen.png_encoded.txt. It's currently impossible to view any of these loading screen images as they actually appear in the game, just higher-res versions provided by either TPC or the artistys themselves (which doesn't help for sprite ripping).
