Application doesn't open

I tried downloading multiple versions, reinstalling python, rebooting my computer, executing the file through cmd, but nothing works. When I double click the .exe it simply doesn't run anything. I've tried running it as administrator as well, but as soon as I click in run, instead of the regular "thinking" circle next to the mouse arrow to sinalize it's processing the application, it just does nothing. Nobody else seems to have this kind of trouble, either on open or on closed issues. I have no idea what other information to add, since I have no idea what is the problem. If you need additional information to troubleshoot, feel free to ask.

Mines been doing this as well, it just stays in the cmd box forever. Don't know how to fix. I just want a cam for my stream >:(
