Render preschools/kindergartens distinctly from schools #693

Preschools/kindergartens (amenity=kindergarten) are tagged differently than schools, and they play different roles in the community fabric. They're often smaller (many in my area are converted houses or storefronts), and therefore both smaller as destinations themselves and less well-known/important for wayfinding.

As of #689, preschools are rendered the same as all other schools, including universities, which may prove confusing. It would make sense to render them similarly to schools, but a distinct icon could also work. One idea could be to put a "P" inside the school building, similarly to how some of the map samples in #78 differentiate elementary/middle/high schools. I think it would also make sense for them to appear later than schools do (currently z15), perhaps at the same zoom level as doctors offices and parking lots (currently z17), since they're more distinctly local entities rather than well-known landmarks as schools often are.

Just want to note that there is also amenity=childcare. Not sure if merging symbols would be good or bad. Both are focused on little children and at least in my area many facilities to the full age range from infant to preschool.

I think there could be an argument for combining them, I also think the distinction can be somewhat amorphous.
