implement VideoCompressor to CommandVideoDL #95

will remove some stupid unnecessary stuff which causes downloads to fail and will replace it with a trial and error thing, here is the code that will be implemented.

sorry about the file format, github complained about it being a .java file, so it has to be a .txt
