A meta-package makes installing things easier and they're used with https://wiki.ros.org and https://index.ros.org to automatically group and link things.
Example: https://wiki.ros.org/turtlebot_simulator https://wiki.ros.org/turtlebot_gazebo
Both of those pages have links to the other packages that are in the turtlebot_simulator meta-package
