Issue Pack - NVK

This issue pack all revolves around NVK and has multiple issues:

• 32-bit LLVM has the wrong 32-bit configuration
• Rust config.toml is wrong and needs to be adjusted
• Meson native file should have llvm-config be set to llvm-config
• NVK still fails to build, fails to find crates

I'm not particularly in the mood to explain all four issues at the moment as I am pretty bummed out. I will explain all four in due time.

1st issue: 32-bit LLVM has the wrong 32-bit configuration

• GLFS barely has much 32-bit flags that seem necessary
• Arch has a lot of parameters that maybe should be used (from lib32-llvm PKGBUILD)
• llvm-config32 should probably not be copied to /usr/bin (I am unsure)

2nd issue: Rust config.toml is wrong and needs to be adjusted

• Having two seperate config.toml files should be preferred... one for native, one for multilib
• targets = "X86" under [llvm] should be removed as what targets to build already exist
• The linker line under [i686.*] should maybe be removed
• Remove llvm-config32 from the config.toml

3rd issue: Meson native file should have llvm-config be set to llvm-config

• Self-explanatory...

4th issue: NVK still fails to build, fails to find crates

• Not exactly sure how this can be fixed.
• First error comes up with it not finding the paste crate around the 580th target, if not later
• Downloading all the crates first makes no difference
• The subproject Paste correctly contains a 32-bit ELF shared object
• Not reproducible for a native compilation
• The error E0080 does not appear anymore. 3 errors take its place - E0277, E0463, and E0599
• The errors are Rustc specific and don't have to do with GCC
