Description We should have a base functionality to support level changing in between rounds. This does not yet include community voting.

Minimum Acceptance Criteria

[ ] During server initialisation, the server should check for and keep a list of available and valid levels.
[ ] During the "finished" or "waiting" period, an admin should be able to change the level with a command.
