increase productivity via make and docker compose #70

As XiaoPeng metioned last week, it's defficultly to set up dev environment for this repo.

So I created this branch for fixing it.

Let me summarize this PR:

  1. check local env tools are installed with correct version via make
  2. startup and initial db automatically via docker-compose
