Having to have the language in order to select the active theme makes the code unnecessary complex and does not archive a lot.
Seeing that this is a feature not used a lot and the resulting effect may be archived otherwise remove this dependency.
In effect this will mean there will be only one configured theme change and that is going to be the active.
