Don't generate BOP Coral Reefs and/or Kelp Forests, if they're disabled. #34

Title.

BOP's Coral Reef and Kelp Forest biomes are set to 0 in the config. I tried regenning the config, same result. Some other biomes also have a 0 as well, and said options are most likely also broken.
