MineSweeper - Seems less lenient on good starts #12

Never gives a bomb, but rarely gives a 0-adjacent space. Balance issue? Algorithmic? Should be possible to start with number, but favor 0.

Reworked mine placement- now first click is guaranteed to be near 0 bombs.
