When you cast Life Tap with Glyph of Life Tap active, you gain 20% of your Spirit as spell power for 40 seconds as a buff. So can you life tap with glyph of life tap and then switch it out for a different glyph and keep that extra spell power from glyph of life tap for the rest of its duration?

No, you can not in the current beta build.

Doesn't work when you activate the spec but it work if you switch only the glyph
