[BUG] Inconsistency in backdraft consumption/application #44

Log of a whole bunch of backdraft tests here, some gaps in cast because of my slow finguses trying to hit my shit binds on beta.

Findings: Hellfire consumes charges, but gains no cast speed - bad bug (but who uses hellfire) ROF does NOT consume charges, and gains no speed - expected Shadowflame does NOT consume charges and DOES increase the GCD speed - Good! but possible bug Shadowfury does NOT consume charges and DOES increase GCD speed - Good! but possible bug

All other single target spells appear to apply/consume correctly. This may result in a wonky playstyle where you fish out a backdraft on the previous pack and carry it into the next for quick unloads, but its not exactly a bad thing either?

I lied. Shadowburn isnt correctly consuming or benefitting either, didnt log too lazy to re-do, I dont think conflag is benefitting either.
