no it doesnt, though that has been discussed before #2 external games will reappear by themselves if you unmount and remount the storage

I use a external hdd with app2usb, is there any way to make the external games reappear?

No need to use script for external storage games. Just stop the game in Devices -> USB Storage Choose Stop using this drive. Unplug and wait a few sec. Then plug it in. It will re-scan your ext drive and the games will start appearing.

script doesn't work if pkg(s) have been migrated from int to ext using app2usb. It runs, and the pkg(s) appear in the library, however when try to run pkg the following error appears:

Cannot start the application. (CE-32930-9)

going to Devices > USB Storage and choosing to stop using the storage, then remounting it also does not fix the problem.

Is there a different script that needs to run in order to rebuild the db for pkg(s) that have been migrated to ext via app2usb?

Use Itemzflow, which works better than any script: https://github.com/LightningMods/Itemzflow
