Win10 21H2 wdk 10.0.22621.0 (not ewdk)

C:\Windows\system32>sc start noir [SC] StartService FAILED 127:

The specified procedure could not be found.

I'm confused with that error. Maybe because that I was not using EWDK?

It turns out that Windows 10 does not support ExFreePool2,
