TTS volume control probably broken #266

Licho says ingame TTS volume control does not work. I've checked ingame and the sliders correctly send lua menu messages so the fault is likely in Chobby.

Im not sure this still applies, there was bug where one side would use 0-100 range and the other 0-1 that has been fixed.
