PW hype polish #501

The planetwars tab should be visible for some time prior to PW rounds to allow for faction signup. Perhaps it should be visible all the time and show the current status of planetwars.

PW on server has 3 stages.. offline pre-game (people choose factions) game

So in pre-game it should be visible aor sure

I was thinking that there could always be a PW tab in MP. If we know when the next is going to start that time could be posted there, even if it is vague like "two weeks". Offline PW could have links to the galaxy and previous games.
