Steam: Verify Integrity Fails to Validate After Launch #2793

If Verify Integrity of Game Files is run on Zero-K, it is always showing two files that fail to validate. It will show as failing validation again as soon as Play is pressed on Steam. Tested by two users running Windows.

From Steam's content.log:

AppID 334920 update changed : Running,Validating,
Validation: 0 chunks corrupt and 1 chunks missing of 1 total in file "news\community.json"
Validation: missing file "steam_deletesdp.txt"
Validation: full scan found 2/20469 mismatching files

We should mark these files as being skipped for verify
