Old replays auto-submitting user reports with exit code 0 #2942

Steam version on Windows. Does not ask for confirmation prior to submit when exiting the replay. Chobby is still running when reports are submitted in the background, and a browser opens with the link to the report.

Current version is 1.11.4.1 with engine 1696, and loaded into a replay for an older version 1.11.3.1 running engine 1485
