Give bertha a persistent area attack option #3715

It doesn't seem to be possible to queue area-attack commands on repeat, so it'd be nice if area-denial weapons like the bertha had an alt+attack command, similar to the persistent area attack featured for bombers or the persistent area repair command.

This would mostly be solved by #3602 but I think area-attack would be good as well. Last time I checked the engine only supported this for fixedwing aircraft though so would require engine changes.
