This is likely due to spherical or ballistic ranges. The units look like they are closer to the edge of the Buoy's range when they are high in the sky. Jump trajectories would need to be exposed to tactical AI so the future location of the enemy unit could be predicted.
Most skirmishers such as Ronin, Recluse, Rogue and Scalpel will continue to kite (move away from) an enemy unit when it's approaching them through jumping towards them.
However, Bouys, while quite happy to kite a Jack when it's ambling along the ground will stand there gormlessly if the Bouy takes to the air.
Moderators will also sit still through most of the jump trajectory, but will start retreating again when the jumper is close to the end of its arc.
