Factories have bad unit AI because they should be cancelling their production if either the buildee or the fac itself is about to die (to get a refund). This is somewhat similar to Solar closing up, except the effect is instant and there is no downside if executed perfectly mechanically (Solar loses +E so it's still a decision). Some possible solutions:
wire up dodge AI and/or OKP and add a tactical AI toggle that makes facs cancel doomed units. Makes for bad incentives: leaving a unit on 1% health and letting it finish becomes better than killing it, because reclaim is up to 40% while the refund is 100%. Also, yet another state toggle, for facs at that. Possibly this could be done to Solars though, to trigger the bunker-up early. For facs, disapprove.
make units that die in a factory provide a refund (= gadgetize the existing behavour). Minimally better than the above in that it won't miss some opportunities (eg. Glaive doesn't trigger dodge or OKP) and won't introduce a toggle, but still feels quite sad for the attacker. (The Solar equivalent would be to make them permanently armored and just forced to lose the +E when hit, with the animation being just eye candy.) Disapprove.
do something to the refund (make it gradual or sub-40%). Really bad because it screws up changing unit queues hard, not worth the gain by far. Disapprove.
somehow prevent unit death in factories. This is what most RTS games do by making units in production just ephemeral progress bars. Units physically being there is probably non-negotiable but even other solutions (just make them invulnerable, or make them transfer damage to their parent fac) also ruin the physics. Disapprove.
Ultimately it's a rare low-impact thing so it's probably best to just kick the can down the road for later.
