Sorry if some changes seems arbitrary - the way the modlist works right now is very strict and will probably break. :< You can login to http://modlist.mcf.li/panel/login with your GitHub account and I'll elevate you to moderator access so that you can create bit.ly links on behalf of the modlist account. Don't use the panel to make updates though, it's currently somewhat broken. Once you've been elevated (I'll post here or something to notify you), re-login, go to Submissions, click any submission and you can use its link field to create a bit.ly link.

Thanks for all this info. Will use it. I just logged on link which you provide. Question: What about unofficially ported mod which is not compiled but has easy compile instructions? I'm talking about Additional Buildcraft Objects mod. Instructions located at the latest page on MCF thread. Or maybe we can compile it and upload compiled version at Dropbox for example.
Elevated you to moderator, should be able to make bit.ly links. For now, we'll avoid any mod that requires the user to compile the mod. The compiling idea is interesting but can have questionable results. For example, Advanced Buildcraft Objects has no LICENSE file, and putting it on GitHub merely grants forking permissions, not distribution.
We have already encountered this problem when Modlist project just started. And this problem was exactly with Advanced Buildcraft Objects. We added unofficial link to Advanced Buildcraft Objects and when original author is back we deleted it. So it is not a problem I think. And currently on the list a lot of unofficially ported IC2 addons. They "unofficially" ported only because authors disappeared. They don't respond to PM's and they not visiting mod page. So, there are only one way to update mod - "unofficially" port until author come back (some of them never come back :smile: )
If you or the ABO forker can make a page/site/thread to link to with necessary requirements (download, screenshots, etc), should be no problem.

Still can't create links. It's just not converting to bit.ly
