Add reminder for Fractal potions #31

Add an optional reminder for Fractal potions. Need to think about handling stacks (remind if <5) and limiting to Fractals (get map via Mumblelink?).

Added as default custom reminder in https://github.com/Zerthox/arcdps-food-reminder/commit/85aadedcf22cda9fb7c719f33066a5597b74b60b. Filtering via map id from Mumblelink.
