Setting to allow members to create events. #34

What is expected output? What do you see instead?

I would like to be able to switch some setting to allow normal members to 
create events.

What version of the product are you using? Which browser / php version are
you using?

My guild is not hardcore riding guild. Therefore we organise 25m raids for our 
guild but 10m are for their disposal.
Since we using raidplanner, our guildies dropped GuildCalendar completly. There 
is a problem when a guildie want to organise 10m raid in the guild. He need to 
ask a raidleader to create raid for him, then to confirm certain people etc.
Solution would be a switch in options to allow or disallow members to create 
there own events.
If a member creates an event it could be managed by the creator and the 
raidleaders.

My first proposal would be the following:

1. Add a new "event" raid type
Events will be presented visually different from raids, e.g. have a yellow 
border, overlay icon or sth. similar.
Maybe raids have less options than raids (e.g. a fixed attendance mode).

2. A new user group for "event managers"
Event managers can add events and manage them. They cannot add or modified full 
fledged raids.
Users in the groups "raid leaders" and "administrators"  inherit the rights of 
"event managers"

This is a larger change, affecting many parts of the system so I will not 
implement it before 1.1.
Maybe this will even move to 1.2.
