Add Elite Command map with seaports #105

Closes #96

Adds an appropriate map from Elite Command
Adds :created-by data to maps/scenarios
Adds optional :notes data to maps/scenarios; visible in map-picking modal if present

This map is not showcased yet in zetawar.com In fact I can see the build date is from September 2017, yet this was merged on 2018, will the website be updated to include the latest changes?
