When try to use prepacher during loading a message about being out of memory pop out, I use mostly VE mods so I don't know whay is the reason

Do you mean that the message appears after you press space to open Prepatcher's mod manager? Does it happen every time you do it? Can you post the exact message here and try to bisect your mod list to see if it's a problem with some single mod/small group of mods?
