when changing the version number manually, after a second publish with a new version the button gets not activated #54

iam not sure how republishing a new library should work.

i thought intuitively it should work as follows:

one creates a library, gives it a version number (1.0.0.0) and makes a publish
after some time there are a few changes, number gets raised (1.1.0.0) in twincat properties dialogue
now a new publish takes place with the new version number
