Add a script that will add Basic Italian to the DB

If some haldis admin can merge this and add it to the database that would be awesome

I'm waiting for he who shall not be named's hlds integration, so this probably won't get merged (but the data will be used)

HLDS is now a thing, so this PR needs to be translated into HLDS and then put into https://git.zeus.gent/haldis/menus
