Do we need bounties? #89

The bounty system does not seem to take off. It could be interesting to rethink this.

@Silox posed an interesting idea: we could use 'tips' instead. There would be a dedicated pool for 'tip points' (like the bounty points we have now) that you could hand out when you please. Think PlusPlus but less crappy. This 'tipping' was one of the intended goals the project (also #28), but it didn't quite make it into the current implementation. It would be nice to get back on track with a fresh idea. Implementing this along with #87 would be nice as well.

I believe this system would be better than the bounty system because it would be way easier to use. You don't have to go through issues, process them, decide what you want to happen and then post a bounty: you can just give someone kudos when they did something cool. It would be very convenient to have a bot in our chat rooms that listens to tip commands (again, think PlusPlus).

As a final argument: removing bounties from the score equation would greatly simplify and speed up the application.

Will we include these points in the score calculation? I think it would be good to calculate gamification score purely on commits (especially when we do fancy ML grading), and treat these as an extra.
