This is not an error. The "Not Found" message printed here is a debug message. 
This means that you have received a 404 response from the server. Please check 
the network trace.

impi should be 19738.
What is the domain name associated to 67.217.81.104?
Is it your own SIP server?
To help you I need the network trace because I cannot guess what's wrong. If 
you have a windows machine you can use Boghe (http://code.google.com/p/boghe/), 
a SIP client using doubango to get network trace or make capture on the server 
side.
Also, try to enable "3GPP Early IMS" option.
