Motivation

The cleanup function may cause the exported onnx to be illegal If there are any initializer has been shared by multiple nodes.

Here are the validation error message when we use the cleanup function then download the onnx:

onnx.onnx_cpp2py_export.checker.ValidationError: onnx::Resize_354 initializer name is not unique

onnx_modifier.py
- Check whether the initializer has been added to the initializer list before adding it.
